The Law finalizes organisational procedures of accession of Ukraine to the Treaty establishing Energy Community, and envisages ratification of the Protocol on Accession of Ukraine to the Treaty establishing the Energy Community signed on September 24, 2010 in Skopje (Macedonia).
Pursuant to the document, purpose of the Energy Community is in the organization of the conceptions between the Parties, and formation of legal and economic base on energy products and materials, transportation of which involves the networks defined by the Directives of the European Community 2003/54/EC and 2003/55/EC
for free movement of goods, freedom to provide services and freedom of establishment, possible only in a fully open market, which enables all consumers freely to choose their suppliers and all suppliers freely to deliver to their customers;
for competition to function, network access must be non-discriminatory, transparent and fairly priced;
improvement of the environmental situation regarding energy products and materials, transportation of which involves networks and energy efficiency, stimulation of renewable energy sources use, defining of the conditions of energy sale in single regulatory sphere;
development of competition in the market of energy products and materials.
